The Chamber of Commerce and Industry (Kadin) and the government have convinced investors to continue investing in the National Capital City (IKN) Nusantara through various incentives provided both from a fiscal and licensing perspective. Even though it is entering a political year, investors no need to worry about the continuation of the IKN development project.<\/p>\n

After the presidential election ends, the two competing camps can sit together in government,\" said Chairman of the Kadin Indonesia, Arsjad Rasjid when giving a press statement after the Socialization of Government Regulation Number 12 of 2023 concerning Granting Business Licensing, Ease of Doing Business, and Investment Facilities for Actors Business at IKN, which was held at Ciputra Artpreneur, Jakarta (23\/5\/2023).<\/p>\n
This has become Kadin's strategy as a government partner to attract investors, both foreign and domestic investors. \"Our democratic process is safe, so we have to believe in that and that's what we explain to investors,\" said Arsjad.<\/p>\n

Incentives for IKN Investors<\/strong><\/p>\n A number of facilities are provided by the government to stimulate business activities in IKN. Head of the Capital City Authority IKN (OIKN) Bambang Susantono said that this series of incentives is the best in Indonesia.<\/p>\n \"There are a series of super tax incentives in the form of income tax reductions, exemption from import duties, and tax reductions for R&D activities,\" said Bambang.<\/p>\n All of these facilities will be served in a single submission online licensing mechanism, OSS-Plus, an electronically integrated business licensing system. Based on these series of policies, businesses at IKN will be supported by super tax deduction, tax holiday, and exemption from import duty and Import Tax (PDRI). With this convenience, OIKN hopes that the construction of the IKN in North Penajam Paser Regency, East Kalimantan, will proceed quickly and sustainably until 2045.<\/p>\n Within this period, IKN will be realized as a futuristic city that promises prospects for global-class businesses. As is known, only 20 percent of the total IKN budget will be financed by the APBN. The rest is private participation including direct investment, public-private partnership (PPP), creative financing such as crowd funding or carbon trading, philanthropy, and so on.<\/p>\n The government only builds vital facilities that can trigger a multiplier effect. Currently the IKN-Balikpapan toll road is under construction, which will shorten the travel time from 1.5 hours to around 30-40 minutes.<\/p>\n In addition, the Sepaku Semoi Dam has been completed and is ready to supply raw water to the IKN. In the Central Government Core Area (KIPP) of IKN, access roads are continuing to be worked on, and some have even begun to be used for the transportation of development logistics.<\/p>\n Meanwhile, work on vital buildings is still ongoing, such as the Presidential Palace, joint offices of coordinating ministries, as well as housing for state officials. \"In the first phase, there are around 300 investment packages ready to be offered to investors, including the provision of facilities and infrastructure in the fields of housing, transportation and energy,\" added Bambang.<\/p>\n This investment, he continued, is not limited to infrastructure\/building projects or physical matters, hardware, but also includes investments in software, or the provision of software for IKN smart cities later. Investors can also invest as area developers and manage certain areas, such as tourism areas or financial centers.<\/p>\n In this context, various incentives are provided by three government agencies according to their authority. Meanwhile, investment facilities are provided by the Ministry of Finance.<\/p>\n In terms of taxes, there are nine PPh incentives given to investors that have been regulated in PP 12\/2023. Among them are reductions in corporate income tax for domestic corporate taxpayers, reductions in income tax for financial sector activities in financial centers, and reductions for corporate income tax for the establishment and\/or transfer of head offices and regional offices.<\/p>\n In addition, there is a reduction in gross income tax for certain activities such as research and development in certain fields, the cost of constructing public facilities and social facilities. For MSMEs, the government waives Article 21 Income Tax and the gross income of certain businesses. In addition there is a reduction in income tax on the transfer of land and building rights.<\/p>\n Currently, a number of derivative regulations are being drafted in accordance with the mandate of PP 12\/2023. However, all of these activities must still meet the basic requirements for business licensing. Exceptions are given to foreign share ownership and Confirmation of Taxpayer Status (KSWP); obliged to carry out partnership requirements with UMKM and Cooperatives.<\/p>\n Regarding business licensing, business actors will be able to apply for permits through the OSS-Plus application by completing several basic requirements such as the KKPR, Environmental Agreement, PBG and SLF.<\/p>\n For locations in IKN, the government will guarantee a more competitive period of time for Land Rights in accordance with the agreement with OIKN. For Cultivation Rights, a maximum of 35+25+35 years, HGB for a maximum of 30+20+30 years, and a Cultivation Right for a maximum of 30+20+30 years.<\/p>\n The land rights can be granted again in the second cycle with an evaluation before the time period ends. For community dwellings, the status of HGB land can be upgraded to Freehold.<\/p>\n \"This incentive can be one of the attractions to participate in the development of IKN together,\" said Expert Staff to the Minister of Finance for Tax Compliance, Yon Arsal.<\/p>\n So far, the government's stimulus has been well received by the business sector. As of May 2023, IKN has received around 220 Letters of Intent (LoI) from the business sector ready to invest in IKN, including 24 LoIs received when President Jokowi lobbied in Hiroshima, Japan, some time ago.
