4 Quick Wins

4 “Quick Wins” Programs of Kadin Indonesia

The Indonesian Chamber of Commerce and Industry (Kadin Indonesia) has designed prototypes for four quick-win programs to support the government, namely Free Nutritious Meals (MBG), Free Health Check-ups (PKG), the construction of affordable housing, and the empowerment of Indonesian Migrant Workers (PMI). In implementing these quick-win programs, Kadin collaborates with the government and all relevant stakeholders to ensure the success of these four initiatives.

Mutual Cooperation Nutrition Fulfillment Service Unit (SPPG)

For the Free Nutritious Meals program, the government has set a target of establishing 11,000 to 30,000 kitchens, referred to as Nutrition Fulfillment Service Units (SPPG). To support this initiative, the Indonesian Chamber of Commerce and Industry (Kadin Indonesia) will develop SPPG facilities and supply the raw materials. For the implementation of this program, Kadin has signed Memorandums of Understanding (MoUs) with the National Nutrition Agency (BGN), the National Food Agency (Bapanas), and the Ministry of Cooperatives.

The Indonesian Chamber of Commerce and Industry (Kadin Indonesia) collaborates with the National Nutrition Agency (BGN) to build and operate pilot projects for SPPG kitchens in accordance with the BGN–SPPG Gotong Royong standards.

Kadin will establish 19 pilot SPPG MBG units across Jabodetabek, West Java, Central Java, South Kalimantan, West Kalimantan, North Sumatra, South Sumatra, and North Sulawesi, which are expected to serve approximately 628 schools and around 64,000 beneficiary students.

Funding for the development of SPPG Gotong Royong will be sourced from independent partnerships through the corporate social responsibility (CSR) programs of Kadin members. By August 17, 2025, at least 19 SPPG MBG pilot projects are expected to be established.

For capacity building, the Indonesian Chamber of Commerce and Industry (Kadin Indonesia) will also collaborate with the National Nutrition Agency (BGN) to provide training for MSME entrepreneurs in each regional Kadin office on best practices for managing SPPG in accordance with BGN standards.

Gotong Royong Clinic

For the Free Health Check-up (PKG) program, the Indonesian Chamber of Commerce and Industry (Kadin Indonesia) is preparing a blueprint for the readiness of the healthcare industry, covering workforce, community health centers, and clinics across various regions of the country.

The Indonesian Chamber of Commerce and Industry (Kadin Indonesia) has agreed and signed a Memorandum of Understanding (MoU) with the Ministry of Health to collaborate in providing PKG facilities, including venues and basic infrastructure such as examination rooms and blood sample collection units. The provision of basic healthcare facilities in the regions will also be carried out in cooperation with regional Kadin offices in each province.

In addition, the integration of medical check-up (MCU) data with the PKG program has been designed through the alignment and integration of data for individuals who have already received MCU facilities from their employers into the Satu Sehat application, including those who do not require PKG services from the government. Furthermore, a white paper will be developed on the contribution of the PKG program in supporting 8% economic growth.

Renovation of Uninhabitable Houses (RTLH) Gotong Royong

For the development of affordable housing each year, Kadin is preparing an ideal, livable housing model at an affordable price.

The Indonesian Chamber of Commerce and Industry (Kadin Indonesia) is collaborating with the Ministry of Housing and Settlement Areas (PKP) to develop a prototype for utilizing state-owned enterprise (SOE) land for the construction of housing superblocks and residential areas within industrial zones and port areas. The first prototype is being prepared for the industrial area of PT Krakatau Steel (Persero) Tbk.

The Indonesian Chamber of Commerce and Industry (Indonesian Chamber of Commerce and Industry) will also renovate Uninhabitable Houses (RTLH) through its CSR program, targeting 500 housing units. The Kadin Indonesia Gotong Royong RTLH Renovation Program will be implemented in five priority provinces, namely Jakarta (200 units), Banten (100 units), West Java (100 units), East Nusa Tenggara (50 units), and Bangka Belitung Islands (50 units). This initiative is carried out in collaboration with the Ministry of Housing and Settlement Areas (Ministry of Housing and Settlement Areas

Indonesian Migrant Workers (PMI) Gotong Royong

For the migrant worker program, the Indonesian Chamber of Commerce and Industry (Kadin Indonesia) supports the government not only in providing maximum protection for Indonesian migrant workers, but also in efforts to upgrade their skills by equipping them with various competencies required in their countries of placement.

Currently, there are approximately 5 million Indonesian migrant workers employed abroad. These Indonesian migrant workers are foreign exchange heroes, generating foreign exchange earnings of IDR 225 trillion per year.

The Indonesian Chamber of Commerce and Industry (Kadin Indonesia) is collaborating with the Ministry for the Protection of Indonesian Migrant Workers to support the supply of skilled workers for overseas labor markets, including by helping to disseminate information in a large-scale and structured manner to the public to improve access to skilled job opportunities abroad. Furthermore, the governance of recruitment for prospective Indonesian migrant workers will be directed through a system integrated with the information system of the Ministry for the Protection of Indonesian Migrant Workers (KP2MI).
