Use of HS Number and Commodity Balance

Kadin Indonesia and related associations have discussed synchronisation efforts in the use of HS numbers and Commodities, at Menara Kadin Indonesia (21/6/2023).

The government continues to simplify, accelerate, and transparency of licensing and ease of doing business in order to improve the investment ecosystem and business activities. The quality of integrated and transparent services is a mandatory requirement to create these conditions, especially in the management of export and import.

The main objective of the Commodity Balance is the implementation of export and import licensing that is transparent and based on accurate data and is carried out comprehensively by involving all relevant ministries/institutions from upstream to downstream. In addition, from the perspective of industrial development, the existence of the Commodity Balance Sheet will provide complete, detailed and accurate data on the needs and supply of raw materials and/or supporting materials for domestic industries. Meanwhile, business actors are expected to gain certainty in doing business, transparency in the process of issuing exports and imports, certainty in the supply of raw and auxiliary materials, and as a basis for forecasting business development in the future.

The Commodity Balance is provided in a single interface system integrated with the National System of Commodity Balance (SNANK) which is a sub-system of the Indonesia National Single Window (INSW) system. To complete the export and import licensing process, business actors only need to contact SNANK and then SNANK will flow data and information from business actors to the relevant ministries/institutions. The integrated export and import licensing service system is expected to facilitate business actors and eliminate redundancy and duplication of data.
