Commercial Postal Service Regulation Launched, Kadin: A Momentum to Create a Healthy Business Climate

Jakarta - The Government of Indonesia, through the Ministry of Communications and Digital Affairs (Komdigi), officially launched Ministerial Regulation (Permen) No. 8 of 2025 concerning Commercial Postal Services.

The issuance of this regulation was warmly welcomed by industry stakeholders, including the Indonesian Chamber of Commerce and Industry (Kadin Indonesia), as a strategic move to strengthen an inclusive, efficient, and competitive national logistics ecosystem.

Carmelita Hartoto, Vice Chair Coordinator for Infrastructure and Regional Development at Kadin Indonesia, regarded the new regulation as a long-awaited response to the urgent need for standardized commercial postal services, which until now had not been comprehensively accommodated.

“This new regulation is the answer to the urgent need for more integrated and harmonized service standards. With its implementation, we hope not only to reduce logistics costs—which currently make up a significant share of GDP—but also to boost the competitiveness of businesses, especially MSMEs (Micro, Small, and Medium Enterprises), which still dominate the postal service sector,” Carmelita said during the launch and press conference at the Komdigi Office in Central Jakarta on Friday, May 16, 2025.

She highlighted that in 2023, Indonesia's e-commerce transactions reached IDR 533 trillion, with a year-on-year growth in business units of 27.4%. However, this growth is still challenged by complex and uneven logistics infrastructure.

Permen No. 8/2025 was crafted in alignment with Government Regulation No. 15 of 2013, which mandates comprehensive postal services—from collection to delivery.

“This step not only preserves service integrity but also fosters a healthy and competitive business climate,” Carmelita added.

Key Provisions of Ministerial Regulation No. 8 of 2025:

Expanded service coverage: All postal service providers must operate in at least 50% of Indonesia’s provinces, with a long-term goal to reach every subdistrict (kecamatan).

Efficiency and collaboration: The regulation encourages partnerships among postal operators, marketplaces, and non-postal logistics firms to reduce operational costs and improve load factor.

Digital service adoption: Use of technology such as QR codes and integration with the national logistics system is now standard, aimed at improving service efficiency and consumer trust.

Human resource development: Training and certification based on Indonesia’s National Work Competency Standards (SKKNI) are expected to improve workforce quality in the sector.

Fair pricing policy: Upper and lower tariff limits will be enforced to prevent price wars that harm both businesses and consumers.

Meanwhile, Minister of Communications and Digital Affairs Meutya Hafid emphasized the importance of collaboration in reaching nationwide coverage within the next 1.5 years. She noted that the regulation prioritizes consumer-centric and equitable growth.

“A healthy ecosystem is not about who is the biggest, but about how many can grow together. Infrastructure should be shared so that the strong can support the weak,” Meutya stated.

She also added that the regulation includes a transparent monitoring framework to ensure fairness across businesses, regardless of their size.

“We believe a healthy industry is one that provides opportunities for all to thrive—on the condition of fair competition and collective growth,” Meutya concluded.
