Paris, France - Indonesian Government Forms Strategic Partnership with European Investment Bank to Fund National Health Security Program
The Government of Indonesia is currently forging a strategic partnership with the European Investment Bank (EIB) to finance its national health security program. In a statement delivered by Hashim Djojohadikusumo—CEO of Arsari Group and Chairman of the Advisory Board of the Indonesian Chamber of Commerce and Industry (KADIN) for the 2024–2029 term—it was revealed that the cooperation includes a €250 million loan to establish 15 health security centers, which will be located within military installations.
“This marks the first loan agreement ever concluded between the Ministry of Defense and the European Investment Bank,” said Hashim during the France-Indonesia Business Dialogue held in Paris on Tuesday, July 15, 2025.
He added that this initiative is part of Indonesia’s proactive measures to prepare for potential future pandemics following the COVID-19 experience.
“We have all experienced COVID-19, and we must be prepared for the next pandemic,” he emphasized.
Hashim also outlined the Indonesian Government’s ambitious plan to build world-class hospitals in each of the country’s approximately 530 regencies. These facilities will complement the rapidly expanding non-governmental healthcare services.
With this vision, Indonesia is opening up wide opportunities for international collaboration, including partnerships with French companies in health technology, medical equipment procurement, and hospital management.
“French suppliers and French technology will obviously be welcome to be part of this program,” Hashim stressed, inviting French companies to actively participate in the development of a resilient and integrated healthcare system in Indonesia.
According to Hashim, Indonesia’s political stability and increasingly progressive development trajectory provide a strong foundation for long-term investment.
“Indonesia will be a stable environment where you can predict the political direction for decades to come,” he assured French business leaders.
During the forum, Hashim also highlighted key priority sectors that the Indonesian government is actively opening to foreign partners, including energy (particularly renewable energy), healthcare, infrastructure, and technology-based education.
He affirmed that Indonesia seeks to establish long-term strategic partnerships with France and the European Union as key partners in the Asia region.
“We welcome all partners to build mutually beneficial relationships, and Indonesia aims to become a preferred partner for European countries,” Hashim concluded.
