ICEF 2023, a Collaboration between Government and Business Actors to Encourage Domestic Products

To realise independence in purchasing domestic products (PDN) requires collaboration from all parties. The government through the Coordinating Ministry for Maritime Affairs and Investment, the Ministry of Law and Human Rights, the Ministry of Finance, the National Public Procurement Agency (LKPP), and Indonesian Chamber of Commerce and Industry (Kadin) organised the Business Matching Phase VI with the theme "Freedom to Buy Domestic Products, Realising National Independence".

"This theme is in line with the spirit of the 78th anniversary of Indonesia's Independence Day, as well as amplifying the spirit of affirmative action for domestic product shopping and supporting the National Proud to Make Indonesia Movement that has been echoed by the President through Presidential Instruction Number 2 of 2022," said Finance Minister Sri Mulyani when giving a speech at JIEXPO Kemayoran, Thursday (3/8/2023).

The Business Meeting brings together Ministries / State Agencies (K/L) with Micro, Small and Medium Enterprises (MSMEs), while encouraging Ministries / State Agencies to use Domestic Products (PDN) in the process of procuring goods and services. The Domestic Product Usage Improvement Programme (P3DN) is one of the Government's efforts to provide optimal benefits for the independence and stability of the national economy.

The business meeting is a real step so that the needs of consumers/users can meet with domestic producers. The Ministry of Finance is committed to supporting the realisation of increased use of Domestic Products. Concrete efforts can be made by the Ministry of Finance, among others, first, the integration of the Government Services Procurement Information System with the SAKTI application. This system integration aims to facilitate the process of achieving P3DN performance targets. Second, to facilitate payments in goods and services procurement transactions, the government through the Ministry of Finance has initiated the use of Government Credit Cards (KKP) within the central government work units.

Meanwhile, according to Minister of Law and Human Rights (Menkumham) Yasonna H. Laoli, the Ministry of Law and Human Rights also consistently strives to support the progress of the national economy, one of which is by increasing the use of Domestic Products (PDN).

"The Phase VI Business Meeting is an important aspect of the success of the Domestic Product Use Enhancement (P3DN) programme, because it helps provide ease of transactions, and encourages commitment to increase Domestic Products," said Yasonna.

In the Phase VI Business Meeting, the Ministry of Law and Human Rights also held a coaching clinic for various services within the Ministry of Law and Human Rights, including registration services for the Ministry of Law and Human Rights sectoral electronic catalogue at the Goods / Services Procurement Work Unit (UKPBJ), online services at the Directorate General of General Legal Administration (DG AHU), online services at the Directorate General of Intellectual Property (DJKI), and Advocacy Services and Business Risk Assessment and Human Rights (HAM) at the Directorate General of Human Rights.

"The Ministry of Law and Human Rights also provides independent passport-making services, and an exhibition of prisoner products," Mr Yasonna said.

In addition, Head of the Government Procurement Policy Agency (LKPP) Hendrar Prihadi said LKPP together with Telkom's Govtech Procurement are conducting digital reforms by developing the latest version of the Electronic Catalogue platform.

"LKPP is very open, there is a wide market for MSEs-Cooperatives from APBN/APBD transactions, so today we encourage transactions through the Electronic Catalogue. Moreover, we are currently building a new platform for the Electronic Catalogue. What are the benefits? You can transact with Ministries/Institutions/PDs, transactions that are transparent, effective, and can improve the quality and purchase of PDN," said Hendrar Prihadi, who is familiarly called Hendi.

With this new platform, the procurement of goods and services through electronic catalogues will be more transparent. The public is given access to monitor data on needs, prices and providers of goods and services. So that the procurement of government goods and services is more open, recorded and integrated.

Furthermore, Kadin Indonesia as a business association supports all efforts made by the Government to increase the use of domestic products.

"The ICEF 2023 event is a concrete step by Kadin Indonesia in supporting the strengthening of a more efficient, transparent and inclusive Indonesian economy. Through the e-catalogue system, Kadin Indonesia continues to participate and collaborate to achieve the transaction target of IDR 500 trillion on 5 million products by 2023, involving 10,000 e-catalogue users, 546 local governments, and 34 ministries," said Yukki Nugrahawan, Vice Chairman for Organisation, Law, and Communication of Kadin Indonesia.
