Padang – The Indonesian Chamber of Commerce and Industry (Kadin Indonesia), in collaboration with the West Sumatra Provincial Chamber of Commerce and Industry (Kadin West Sumatra), held a groundbreaking ceremony for permanent housing (Hunian Tetap/Huntap) for flash flood survivors in Kampung Talang, Koto Tuo, Kapalo Subdistrict, Pauh District, Padang City, West Sumatra, on Thursday (29 January 2026).
The project marks one of the first permanent housing developments to be realized for victims of floods and flash floods in West Sumatra.
Built on a 1,800-square-meter site, the development represents an upgrade from the temporary healthy and livable housing (Hunian Sementara Sehat dan Layak/HUNSELA) previously occupied by members of the Kaum Suku Tanjuang community—survivors of the flash floods in the Pangka and Batu Busuk Bridge areas.
Chairman of Kadin West Sumatra Buchari Bachter stated that the construction of the permanent housing in Kampung Talang reflects Kadin’s direct commitment to communities affected by disasters across Indonesia.
According to Buchari, the project adopts a collaborative model involving Kadin, the Padang City Government, PT VKTR Teknologi Mobilitas Tbk, PT PLN (Persero), the Tzu Chi Buddhist Foundation, PT Semen Padang, and Andalas University, while also encouraging the participation of local entrepreneurs to ensure continued economic activity in the region.
“The construction of the permanent housing uses Sepa Block technology developed by PT Semen Padang. This technology enables rapid construction with a targeted completion time of 30 days and serves as the first pilot project of its kind in Sumatra,” Buchari said.
Meanwhile, Padang Mayor Fadly Amran emphasized that providing decent housing for disaster-affected residents remains a top priority for the Padang City Government.
He explained that the city administration is preparing to build approximately 543 permanent housing units across three locations. These include Balai Gadang, covering an initial area of 2.6 hectares with an additional 2 hectares planned, bringing the total to 4.9 hectares; Lambung Bukit, with approximately 4.6 hectares of allocated land; and Simpang Haru, with a land area of around 5,000 square meters.
Overall, the total land area of approximately 11–12 hectares is projected to accommodate between 600 and 700 housing units.
“This is one of the first post-disaster permanent housing developments in Sumatra. We extend our gratitude to all parties involved, including donors who have contributed to this initiative,” Fadly concluded.
