Jakarta – The Kamar Dagang dan Industri (Kadin) Indonesia and Perum Pembangunan Perumahan Nasional (Perumnas) officially signed a Memorandum of Understanding (MoU) on Strategic Cooperation to Support the National Housing Program at Samesta Mahata Tanjung Barat, South Jakarta, on Friday (February 20, 2026).
The MoU was signed by Kadin Indonesia’s Coordinating Vice Chairman for Infrastructure and Regional Development Carmelita Hartoto and Acting President Director of Perumnas Imelda Alini Pohan.
This partnership marks a strategic step in strengthening synergy between the state-owned housing enterprise and the national business community to accelerate the provision of affordable, sustainable, and inclusive housing for the Indonesian public.
Under the MoU, the parties agreed to explore various areas of cooperation, including:
Housing funding programs and financing schemes, including facilitation of domestic and/or international financing;
Education, outreach, and marketing of Perumnas’ Business-to-Business (B2B) Home Ownership Program (HOP) to Kadin members and affiliates;
Provision of special selling prices and sales incentives for Kadin members;
Collaboration in land utilization and development;
Strengthening the housing ecosystem through policy support and regulatory facilitation to maintain balance between supply and demand.
Carmelita Hartoto stated that the cooperation reflects Kadin Indonesia’s active role in supporting national strategic agendas, particularly in the housing and regional development sectors.
She noted that the housing sector serves as one of the key drivers of economic growth, given its wide-ranging multiplier effects across various industries, including construction, building materials, financing, and job creation.
“Through this collaboration, we aim to ensure that the housing needs of our members and the broader business ecosystem are effectively connected with Perumnas’ products and programs,” Carmelita said.
Meanwhile, Acting President Director of Perumnas Imelda Alini Pohan emphasized that the partnership with Kadin Indonesia opens opportunities to expand market access and develop more adaptive financing schemes tailored to the needs of workers and business actors.
She added that the collaboration represents a shared commitment to building a more integrated, inclusive, and sustainable housing ecosystem through strengthened financing, improved access to home ownership, and optimization of collaborative potential between state-owned enterprises and the private sector.
In addition, the Home Ownership Program (HOP) will be promoted to Kadin Indonesia’s members, employees, and affiliates through various jointly agreed agendas and forums. To enhance the program’s attractiveness, Perumnas will offer special selling prices for housing products to Kadin members and affiliates, as well as sales incentives for transactions realized through Kadin’s network.
The MoU is valid for one year and may be extended upon mutual agreement. Technical and commercial provisions will be further stipulated in a separate Cooperation Agreement (PKS).
Through the signing of this MoU, Kadin Indonesia and Perumnas expect to establish a collaborative model that not only expands access to home ownership but also strengthens the national housing ecosystem in an integrated and sustainable manner.
