Kadin Prepares Regional Investment Portal to Promote Regulatory Certainty for Investors

Jakarta – The Indonesian Chamber of Commerce and Industry (Kadin Indonesia) Investment Cooperation with Regional Governments Division held a coordination meeting at Menara Kadin Indonesia, South Jakarta, on Tuesday (September 8, 2026). The meeting discussed efforts to strengthen regional investment, including addressing regulatory barriers and developing a digital platform to facilitate investor access to information on investment opportunities across Indonesia’s regions.

The Deputy Chairman of Kadin Indonesia’s Investment Cooperation with Regional Governments Division said one of the initiatives being prepared is the development of a regional investment portal or database. The platform is expected to serve as an information source for investors while helping identify regulatory issues that have hindered investment.

“By creating a new portal or database going forward, investors will be able to access the information more effectively, particularly regarding regulations that have not been conducive to investment and, in some cases, overlap with one another. We may address these issues and provide input to both regional and central governments,” he said.

The meeting discussed several key investment issues at the regional level, particularly regulatory barriers, overlapping regulations, and the need to simplify policies to create a more conducive investment climate.

The meeting also presented ideas for research and collaboration between universities and the business sector, including lessons learned from the development of the SKK Migas Center and various investment-related challenges in the Lake Toba area.

The meeting further discussed the direction of deliberations on the 2026 Kadin Bill, which is expected to further strengthen Kadin’s position as a strategic government partner while serving as a bridge between the central government, regional governments, and the business sector.

During the meeting, a prototype of a digital platform or investment dashboard utilizing public data and artificial intelligence (AI) technology was also presented. The platform is designed to map regional investment potential, provide access to regulations and supporting documents, assess the readiness and regulatory certainty of regional governments, and help investors identify investment opportunities that match their needs.

Several recommendations were put forward, including starting the platform with sectors that already have clear investment prospects and strong investment appeal. The platform is also expected to be more investor-friendly, supported by a strong database and scientific research.

Branding and outreach to regional governments were also considered important to ensure that the platform can be utilized optimally. At the same time, cross-committee coordination needs to be strengthened to ensure that the programs being developed do not overlap but instead complement one another.

As an initial step, it was agreed that the regional investment platform would be used for internal purposes by Kadin Indonesia’s Investment Cooperation with Regional Governments Division. Each committee chair was asked to prepare internal data, which will subsequently be entered into the system by the information technology team.

The next stage will involve further discussions with the Kadin Institute to validate the data while strengthening its quality and completeness for use on the platform.

The meeting also emphasized the importance of more active follow-up by all participants, both through cross-committee coordination and communication with regional governments. Each committee is expected to promptly prepare the necessary supporting materials to advance the regional investment program to the next stage.
