Kadin and BPJS Kesehatan Discuss Proposed Premium Increase and Strategic Partnership

Jakarta - The Indonesian Chamber of Commerce and Industry (Kadin Indonesia) has expressed its hope that the government will reconsider the planned increase in BPJS Health contribution rates, which is seen as potentially burdensome for businesses amid the current economic climate.

This concern was raised by Kadin Indonesia Chairman, Anindya Novyan Bakrie, during a meeting with the President Director of BPJS Kesehatan, Ali Ghufron Mukti, at the Kadin Tower in Jakarta on Thursday, April 24, 2025. In addition to discussing the issue of premium hikes, the meeting also covered strategic collaboration between the two institutions.

According to the current plan, the increase in BPJS Health contribution rates is scheduled to take effect in July 2025. In response, Anindya noted that many businesses are still striving to recover from economic challenges, and the proposed increase could impose a new financial burden.

“We understand the rationale behind the increase, but we must also take into account the current economic conditions and the financial capacity of companies. What’s most important is prevention over cure,” said Anindya, who is often called Anin.

He also welcomed the plan for strategic collaboration with BPJS Kesehatan. Kadin, he emphasized, is ready to strengthen cooperation, leveraging its extensive network, which spans provincial and district-level chambers. Moreover, Kadin maintains strong connections with numerous associations and companies, including state-owned enterprises (SOEs), private corporations, and MSMEs.

“Kadin is ready to assist BPJS Kesehatan in promoting awareness and improving employer compliance in paying BPJS contributions, as part of a broader public-private partnership,” Anin stated.

BPJS Kesehatan President Director, Ali Ghufron Mukti, explained that the government is currently planning a tariff adjustment for contributions. In principle, BPJS Health contributions are reviewed every two years.

However, no increase has been implemented in the past five years, through 2025. He noted that corporate compliance is one of the key factors in sustaining BPJS Kesehatan’s performance amid the proposed premium adjustment.

“Some companies are highly compliant, which is encouraging. But there are still those that fall short—say a company has 100 employees, but not all are registered; or salaries of IDR 10 million are reported as less than that,” Ali explained.

Ali expressed hope that cooperation with Kadin could improve employer compliance in reporting worker data and paying contributions appropriately. At the same time, he encouraged companies to register employees with higher incomes for commercial insurance schemes outside of BPJS Kesehatan.

“We are working with the private sector to ensure participation in public insurance—BPJS—but at the same time, encourage upper-middle-income employees to be enrolled in commercial insurance as well. In addition, we will map out communities village by village, conduct outreach and registration efforts,” Ali concluded.
