Rakornas 2025: Kadin Perkuat Sinergi Pusat-Daerah untuk Infrastruktur Berkelanjutan

Jakarta – The Indonesian Chamber of Commerce and Industry (Kadin), through its Division for Infrastructure and Regional Development together with the Integrated Property Zone Development Agency, held a National Coordination Meeting (Rakornas) themed “Central Regional Coordination: Sustainable Infrastructure Development to Support Asta Cita” at the Aryaduta Hotel on Thursday (13/11/2025).

In his opening remarks delivered online via video conference, Kadin Indonesia Chairman Anindya Novyan Bakrie stated that this Rakornas serves as an essential forum for formulating concrete steps to strengthen sustainable national infrastructure development.

“Several strategic issues are the focus of this meeting. First, strengthening transportation infrastructure, including ports, airports, and highways. Second, developing green and globally competitive industrial estates and special economic zones (SEZs). Third, constructing three million livable homes integrated with spatial planning and innovative financing schemes. And fourth, harmonizing regulations through the proposed establishment of an Investment and Infrastructure Facilitation Task Force,” Anindya, or Anin as he is commonly known, said.

Anin added that the Rakornas is expected to produce concrete recommendations that not only serve as input for the government but also form the basis for Kadin’s strategic investment agenda across various regions.

“Let us make this Rakornas a true collaborative space to realize Indonesia Emas 2045,” he concluded.

Meanwhile, Kadin Indonesia Deputy Chair for Infrastructure and Regional Development Carmelita Hartoto emphasized the importance of unlocking regional economic potential that has long remained underutilized.

“Over the past several months, we have gathered aspirations from regional Kadin offices from Aceh to Merauke. And it turns out there is substantial untapped potential in many regions,” Carmelita said.

She cited several concrete opportunities, including the construction of a logistics tunnel in Sabang, a dam in Murung Raya, Central Kalimantan, and an airport in North Kolaka. The airport project in North Kolaka, she noted, could open new connectivity routes with a direct impact on local economic growth.

“Interestingly, the North Kolaka regional government is even offering a land swap of 15,000 hectares of plantation land to any party willing to build the airport. This demonstrates strong local commitment to accelerating development,” she added.

Carmelita also highlighted the challenges of infrastructure financing amid global economic uncertainty. According to her, Public Private Partnership (PPP) schemes remain critical in maintaining development momentum.

She explained that under the National Medium-Term Development Plan (RPJMN) 2020–2024, the country’s infrastructure investment needs were estimated at more than Rp6,500 trillion, while the state budget (APBN) and state-owned enterprises (BUMN) could cover only around 57%, leaving a 43% gap that must be filled by the private sector.

“This Rakornas is a momentum to strengthen Kadin’s position as the government’s strategic partner, while aligning policy directions and work programs so that national development can progress in a coherent and sustainable manner,” she said.

“Because we believe development moves faster when policies are designed from the bottom up—listening to regional voices, understanding sectoral needs, and ensuring the business community becomes part of the solution,” Carmelita concluded.

The Rakornas for Infrastructure and Regional Development also featured a dialogue between provincial Kadin representatives, Kadin Indonesia’s deputy chairpersons, and speakers from the Ministry of Transportation, Ministry of Public Works, and the Ministry of Housing and Settlement Areas.
