Kadin Indonesia and Ministry of Industry Promote P2KDBK Implementation to Strengthen Industrial Safety and Sustainability

Jakarta – The Indonesian Chamber of Commerce and Industry (Kadin Indonesia), in collaboration with the Ministry of Industry (MoI), held a seminar titled "Implementation of Chemical Emergency Prevention and Response (P2KDBK) through a Corporate Sustainability Performance (CSP) Approach" in a hybrid format at Kadin Indonesia Tower, South Jakarta, on Tuesday (July 21, 2026).

Kadin Indonesia Vice Chairman for Industry, Saleh Husin, stated that the implementation of P2KDBK is not merely a regulatory obligation but also an essential component of building a robust corporate risk management system.

Saleh explained that, following the enactment of Government Regulation (PP) No. 28 of 2025 and Minister of Industry Regulation (Permenperin) No. 37 of 2025, industrial companies classified as high-risk and medium-high-risk are required to obtain a P2KDBK Compliance Certificate.

According to Saleh, a comprehensive understanding of the regulations is essential to ensure that their implementation goes beyond administrative compliance and becomes an integral part of a company's safety culture and long-term sustainability.

"We believe that the successful implementation of any regulation depends not only on sound policies but also on open communication, adequate assistance, and strong collaboration among all stakeholders," he said.

Saleh added that the Corporate Sustainability Performance (CSP) approach highlighted during the seminar serves as a reminder that corporate sustainability extends beyond environmental and governance issues. It also encompasses a company's ability to manage risks, protect workers, safeguard the environment, and maintain business continuity during emergency situations.

"Kadin Indonesia remains committed to serving as a strategic partner of the government in supporting the implementation of policies that enhance the competitiveness and sustainability of Indonesia's industrial sector," he said.

Meanwhile, Secretary of the Directorate General of Chemical, Pharmaceutical, and Textile Industries (IKFT) at the Ministry of Industry, Sri Bimo Pratomo, representing Director General Taufik Bawazier, emphasized that the chemical industry is a strategic sector serving as the foundation for many other industries.

In addition to supplying essential raw materials, the chemical industry also plays a key role in creating added value and strengthening the competitiveness of Indonesia's manufacturing sector.

"In the first quarter of 2026, the chemical industry grew by 7.41 percent, with exports reaching US$6.18 billion, contributing 10.35 percent to the growth of the manufacturing industry," Bimo said.

He noted that this strong performance must be supported by a comprehensive and sustainable safety management system. Given the inherently high-risk nature of the chemical industry, effective chemical emergency prevention and response measures are essential.

"Failure to properly manage safety risks can disrupt production, interrupt downstream industrial supply chains, and adversely affect workers, surrounding communities, and the environment. Therefore, implementing P2KDBK through a Corporate Sustainability Performance approach is essential to ensure that companies pursue not only economic performance but also operational safety and long-term sustainability," he said.

Furthermore, Director of Upstream Chemical Industries at the Ministry of Industry, Wiwik Pudjiastuti, explained that P2KDBK implementation has a solid regulatory foundation, including Minister of Industry Regulation No. 19 of 2019.

"The regulation covers industries supervised by the Directorate of Upstream Chemical Industries under the Directorate General of IKFT, which are required to implement P2KDBK, including obtaining the necessary certification," Wiwik said.

She emphasized that P2KDBK is particularly important because chemical industries are exposed to numerous potential hazards affecting workers, equipment, and the environment.

"The chemical industry is one of the sectors most vulnerable to various hazards. These risks can impact human life, industrial equipment, and the environment. Therefore, the government must take preventive and emergency response measures to minimize potential risks," she said.

Wiwik further explained that the mandatory implementation of P2KDBK applies to businesses classified under the Indonesian Standard Industrial Classification (KBLI) with high and medium-high risk levels, while companies categorized as low-risk are exempt from the requirement.

Meanwhile, Secretary General of the Indonesian Chemical Industry Federation (FIKI), Ridwan Adipoetra, reaffirmed FIKI's full support for the government's implementation of P2KDBK as stipulated under Government Regulation No. 28 of 2025 and Minister of Industry Regulation No. 19 of 2019.

"The implementation of P2KDBK is a strategic measure to prevent chemical accidents and emergency incidents, thereby creating a safer industrial environment for workers, surrounding communities, and the environment," Ridwan said.

He added that P2KDBK provides companies operating in the medium-high-risk and high-risk categories with a systematic and integrated framework for managing chemical safety in accordance with applicable regulations.

"FIKI encourages all industrial players to actively participate in implementing P2KDBK as part of our collective effort to build a safer, more sustainable, and more productive industrial sector. Effective implementation will enhance industrial competitiveness, create added value for businesses, protect workers and communities, and contribute to Indonesia's economic growth and national development," Ridwan concluded.

Other speakers at the seminar included Eka Marlina from Binus International University, Mas Ayu Elita Hafizah from FIKI, and Haris Munandar Nurhasan, Chairman of Kadin Indonesia's Standing Committee on Standardization and Productivity.
