Kadin Welcomes Domestic and International Private Sector Opportunities in Strategic Infrastructure Investment

Jakarta – Chairman of the Indonesian Chamber of Commerce and Industry (Kadin Indonesia), Anindya Novyan Bakrie, welcomed the government’s commitment to expanding investment opportunities for both domestic and international private sectors, particularly in strategic infrastructure development.

Anindya, commonly known as Anin, shared this view following his attendance at the International Conference on Infrastructure (ICI) 2025, held at the Jakarta International Convention Center (JICC), Senayan, Jakarta on Thursday, June 12, 2025.

“From Kadin’s perspective, we truly welcome this, especially after hearing the President (Prabowo Subianto) express his intention to open wide opportunities for private sector participation, both local and international. To me, that’s a breath of fresh air,” said Anin.

He further noted that the government has demonstrated consistent support for increased private sector engagement since the beginning of the year.

“President Prabowo has been consistently emphasizing this since January, during the KADIN Indonesia Consolidation Assembly,” he added.

According to Anin, the government’s focus on food, energy, and water security presents strategic opportunities for businesses across various regions.

“This provides space for our colleagues in provincial, district, and municipal chambers to actively participate,” said Anin.

He also highlighted the significant economic stimulus provided by the government, including IDR 250 trillion in People’s Business Credit (KUR), a similar allocation for the Koperasi Merah Putih initiative, and IDR 200 trillion for the Free Nutritious Meals (MBG) program.

“All of this will have a substantial impact on Indonesia’s economy,” Anin stated.

He emphasized that the deployment of such large-scale funding offers more than just immediate benefits—it also opens up pathways for new industries and business entities.

“The President also mentioned that the government aims to focus on education, healthcare, and defense. This naturally calls for collaboration with the private sector. The exact form of that collaboration, of course, will be subject to further discussion,” he explained.

For Kadin, Anin emphasized, the message is clear: this is a strong call for partnership.

“I will be discussing this further with our colleagues across provincial and local KADIN chapters to work on bringing this collaboration to life,” he said.

While welcoming the opportunities for collaboration, Anin also underlined the need to maintain a conducive investment climate.

“First and foremost is the investment climate. It’s essential because investment is a long-term commitment—not just for one or two years. Infrastructure projects, for instance, can take more than five years,” Anin explained.

Second, he stressed the importance of legal certainty, and third, the simplification of unnecessary regulations.

“We need to reduce regulatory burdens and eliminate unnecessary rules. Again, this ties back to the overall investment climate,” he added.

Anin also pointed to the importance of enhancing cooperation between the private sector and Danantara (Indonesia’s sovereign wealth fund), particularly in terms of financing.

“This will enable us to accelerate the government’s strategic plans. Most importantly, any completed infrastructure projects can be recycled—allowing the funds to be reinvested into initiatives related to food, energy, and water security,” Anin affirmed.

Strong Interest in the Giant Sea Wall Project

Speaking on the proposed Giant Sea Wall (GSW) project—valued at USD 80 billion—Anin described it as vital infrastructure for the survival of communities along Java’s northern coast.

“The Giant Sea Wall project directly concerns livelihoods. It starts from Jakarta and impacts the entire northern coastline of Java. This is a project that has been on the table for over 30 years, and it is imperative that it be realized,” he stated.

Anin also noted that the project has drawn strong interest from international stakeholders.

“From my recent international visits, I’ve heard of significant interest in participating in the GSW project—especially since it enjoys strong political support from both central and local governments,” he said.

Despite this optimism, Anin outlined a few important points for the government’s consideration—particularly regarding the partnership framework and the proposed Land Value Capture (LVC) scheme for the GSW project.

“Clarity on the partnership structure is critical. Secondly, there must be consistency in policy, given the long-term nature of infrastructure projects,” he emphasized.

He also highlighted the importance of calculating long-term returns on such large-scale investments.

“Securing long-term financing is no easy task, especially in the current climate. So if the private sector is to get involved, it must be assured of long-term legal certainty and a sound investment environment,” Anin concluded.

About ICI 2025

The Government of Indonesia hosted the International Conference on Infrastructure (ICI) for the first time from June 11–12, 2025, at JICC Senayan, Jakarta. One of the key aims of the event was to support the development of adequate housing for all Indonesians.

Initiated by President Prabowo Subianto, ICI 2025 carried the theme “Sustainable Infrastructure for the Future.” The forum brought together leaders from the public and private sectors, along with development partners, to foster strategic partnerships for resilient, green, and inclusive global infrastructure development.

The conference was officially opened by the Coordinating Minister for Infrastructure and Regional Development, Agus Harimurti Yudhoyono, and concluded with remarks from President Prabowo on Thursday afternoon.
