Surabaya – Chairman of the East Java (Jatim) Provincial Chamber of Commerce and Industry (Kadin), Adik Dwi Putranto, stated that the East Java Provincial Kadin, together with Kadin chapters at the regency and city levels, fully supports the proposed amendment to the Kadin Law.
“We agree that this amendment to the Kadin Law is necessary and we are ready to actively contribute input in line with the interests of the business community,” Adik said while receiving a working visit from Deputy Chairman of the House of Representatives’ Legislative Body (Baleg DPR RI), Sturman Panjaitan, at the East Java Provincial Kadin Building in Surabaya on Friday (December 19, 2025).
Adik assessed that while Kadin already has a strong presence, it still requires strengthening in terms of organizational structure and systems, particularly at the regency and city levels where capacities remain uneven.
“The future Kadin Law must encourage stronger organizational capacity, managerial development, and a more even distribution of Kadin’s role across regions,” Adik added.
From a philosophical and sociological perspective, Adik emphasized that the Kadin Law must favor equal business opportunities and the protection of national enterprises.
“This law must strengthen Kadin’s role in advocacy and the protection of domestic businesses, including in facing global competition,” he said.
Adik also highlighted the suboptimal implementation of Presidential Regulation No. 68 of 2022 on the National Strategy for Vocational Education and Training. Although Kadin’s role is clearly defined normatively, its involvement at the regency and city levels remains weak.
“On paper, Kadin’s role is clear, but in practice it has not been fully implemented,” Adik said.
Meanwhile, Deputy Chairman of Baleg DPR RI Sturman Panjaitan reminded that Kadin has a long history as a representative of the business community. Kadin was established on September 24, 1968, and officially recognized by the government in 1973—long before the enactment of the Kadin Law.
“The current law is more than 38 years old and was enacted in a political and economic context that is vastly different from today’s conditions,” he said.
According to Sturman, a number of outdated regulations are no longer able to address the rapidly evolving needs of the business sector, particularly in terms of legal certainty, adaptation to globalization, digital transformation in the era of Industry 4.0, and industrial competitiveness.
“Therefore, amending the Kadin Law has become urgent so that it aligns with modern business practices and is able to create a healthy and sustainable business climate,” he explained.
Furthermore, Acting Assistant II for Economic Affairs and Development of the East Java Provincial Secretariat, Aftabuddin Rijaluzzaman, reaffirmed the East Java Provincial Government’s full support for Baleg DPR RI’s efforts in drafting the bill to amend the Kadin Law. He noted that Kadin is a strategic partner of the regional government in investment, trade, and the strengthening of MSMEs through regularly held trade mission programs.
“With adaptive and relevant regulations, Kadin can further enhance its role as a strategic partner of the government in building a strong, inclusive, and competitive economic ecosystem,” he concluded.
